Belarusian Ruler Signs Decree On Mass Amnesty

State media outlets in Belarus on July 3 carried the text of the decree on mass amnesty devoted to the 80th anniversary of the liberation of Belarus from Nazi Germany that was signed a day earlier by authoritarian ruler Alyaksandr Lukashenka.
