Viktor Orbán says extra money to Kyiv had been vetoed but talks would resume in the new year

European Union leaders have failed to agree on a €50bn aid package for Ukraine, according to senior officials, with Hungary’s prime minister saying he vetoed the extra money hours after an agreement was reached to open membership talks with Kyiv.

The financial package could not be endorsed by all 27 countries, according to EU Council President Charles Michel, who said leaders had also failed to agree on the renegotiation of the EU budget.
